1. Preamble
Hiralal Ramniwas Post Graduate College, Khalilabad is committed to providing a safe, inclusive, and conducive learning environment for all students. Ragging in any form is strictly prohibited on campus and its vicinity as per the directions of the Hon'ble Supreme Court of India and the University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009.
2. Definition of Ragging
Ragging constitutes one or more of any of the following acts:
- Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
- Indulging in rowdy or indisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension in any fresher or any other student.
- Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student.
- Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student.
- Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
3. Anti-Ragging Committee
The college has constituted an Anti-Ragging Committee and Anti-Ragging Squad as per UGC regulations. The committee includes:
- Principal (Chairperson)
- Representatives of faculty members
- Representatives of parents
- Representatives of students
- A representative of local media
- A representative of the local police
4. Punishments
Any student found guilty of ragging shall be punished as per UGC regulations which include:
- Cancellation of admission
- Suspension from attending classes
- Withholding or withdrawing scholarship/fellowship
- Debarring from appearing in examination
- Rustication from the institution
- Expulsion from the institution and consequent debarring from admission to any other institution
- Fine up to Rs. 25,000/-
- Filing of FIR with local police
5. Complaint Mechanism
Students may report ragging incidents through:

- Written complaint to the Anti-Ragging Committee
6. Affidavit Requirement
Every student at the time of admission and their parents/guardians shall submit an affidavit in the prescribed format (UGC Anti-Ragging Regulations) affirming that they have not been involved in any ragging activity and will not indulge in ragging.
7. Undertaking
This policy is in compliance with UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009 and subsequent amendments. The institution fully endorses a ZERO TOLERANCE policy towards ragging.
